Chinese Home Prices Rise

SHANGHAI?New home prices in major Chinese cities rose strongly in June compared with a year ago, according to an analysis of official data released Thursday, but the market is also showing signs of moderation following last month's government-led liquidity squeeze.

Prices rose an average of 6.12% in June compared with a year earlier, according to Wall Street Journal calculations based on data released by the National Bureau of Statistics on 70 large and medium-size Chinese cities. Prices rose in 69 of cities in June compared with a year earlier, unchanged from May.

The result marks the latest pickup in the pace for home-price appreciation on a year-to-year basis?prices rose 5.32% in May and 4.27% in April, according to the calculations.

But compared with May, home-price appreciation appears to be easing a bit. Prices in the 70 cities increased an average 0.78% in June compared with May. They had risen 0.86% in May and 0.9% in April compared with the prior months, according to the calculations.

The data showed that prices of new homes in 63 of 70 large and medium-size cities rose in June from May. Prices fell in five cities and were unchanged in two cities. In May, prices rose in 65 cities.

"The moderation in growth momentum will likely continue, but home prices are not going to drop," said Lee Wee Liat, a property analyst at BNP Paribas . A decline is unlikely as many Chinese cities have issued guidance targeting home price growth at 10%, alongside expected gains in disposable income per capita, Mr. Lee added.

Average home prices in large cities such as Beijing, Shanghai and Guangzhou recorded mixed results in June compared with May. Those in Beijing rose 1.3%, unchanged from May; those in Shanghai rose 1.8% from 1.4%; and those in Guangzhou rose 1% from 1.5%. '

Rising home prices put pressure on the Chinese government to further tighten property-market restrictions put in place in recent years to contain the surging cost of housing. At the same time, the real-estate market is a key driver for the economy in a time of slowing growth.

"More important than introducing additional measures is the need for the central government to enforce its latest policies at the local level," said Mark Budden, who heads the Greater China office of property and construction consulting firm EC Harris.

The government still needs to closely manage the property market as most cities continue to show rising prices, statistics bureau spokesman Sheng Laiyun said at a news conference Monday.

Data in recent months show the government faces considerable pressure to keep prices in check, Mr. Sheng said. "In the future, we still need to step up control of the property market in accordance with the State Council's existing policies."

In March, the State Council, or cabinet, called on local governments to enforce a 20% tax on profit from sales of second homes, which so far has only been implemented in Beijing. It also warned of price curbs in cities where housing costs have risen too quickly.

Analysts say banks in major cities have started to remove discounts on mortgages to first-time home buyers and are taking longer to approval mortgages, which would also contribute slower price gains.

Apart from measures such as home-purchase restrictions to clamp down on demand, analysts said that the boost in land sales in major cities recently may help to prevent home prices from overheating. The government has increased land supply in major cities in recent months where there is huge demand for homes, and has been encouraging more developers to build more homes for the mass market.

"The government is addressing the structure of supply rather than its previous sole focus on pushing down demand, which is a good thing," Mr. Lee said.

2013 NBA off-season winners

With the NBA off-season winding down, it is time to take a look back at which teams came away as winners this summer.? At the top of my list, the Brooklyn Nets who went all-in by acquiring two future Hall of Famers.

Here is my breakdown of every NBA off-season free agent signing and trade.

Brooklyn Nets
Mikhail Prokhorov went all in this summer by acquiring Kevin Garnett and Paul Pierce and as a result, giving Brooklyn one of the best, if not the best starting five in the NBA.? Signing Andrei Kirilenko might have been the free agent steal of the summer since he will only be making $3.1 million this year and Jason Terry adds some needed scoring off the bench.? The Nets also re-signed Andray Blatche for the league minimum and brought in Shaun Livingston which are two moves that should solidify their bench.? It was a risky and expensive summer for Brooklyn, but one that definitely improves their chances of dethroning the Heat in the Eastern Conference.

Golden State Warriors
The Warriors already had a team on the rise but didn?t hold still this summer but instead, was extremely aggressive by landing one of the more versatile wings in the NBA in Andre Iguodala.? To free up the cap space need to sign Iggy, Golden State found a taker for the expiring contracts of Andris Biedrins, Richard Jefferson, and Brandon Rush which wasn?t an easy thing to do hence why they had to give up a couple of draft picks in the process.? Golden State added some depth on the cheap by bringing in Marreese Speights, Jermaine O?Neal, and Toney Douglas.? Suddenly, the Warriors are becoming a sexy sleeper team in the Western Conference.

Portland Trail Blazers
The Blazers had the worst bench in the NBA last year but made some smart moves to improve their depth this summer.? To replace free agent J.J. Hickson, Portland traded for Robin Lopez and Thomas Robinson without having to give up much in return.? They added needed scoring punch off the bench by drafting C.J. McCollum and Allen Crabbe while also signing Dorell Wright.? These moves won?t suddenly turn the Blazers into a major threat but is certainly the upgrading of the bench that the team needed this summer.

3 Valley high school football players chosen for NFL camp

John Greco and Ishmaa?ily Kitchen aren?t the only Mahoning Valley natives who played for the Cleveland Browns this summer.

Youngstown Christian teammates Tymere Dubose and Darien Townsend and Western Reserve lineman Sam Steininger were chosen to represent the Browns at the recent NFL High School Player Development national tournament in Berea.

Dubose and Steininger helped the Browns place first on Tuesday in the Lineman Challenge, a team competition involving a bevy of drills and obstacles like tug-of-war, sandbag and medicine ball tosses, tire pulling, cone drills and shuttle drills.

Townsend played for the Browns? 7-on-7 team, which went 5-3 last weekend in a competition won by the Detroit Lions? team.

The two competitions featured top high school players from across the country. The Browns? team was made up of northeast Ohioans who were first chosen from local camps (the Youngstown-area camp was held at Girard in early June), then from a regional camp (Cleveland?s was held at FirstEnergy Stadium on June 29 with campers from Canton, Akron and Cleveland).

?It was kind of mind-boggling to be competing against some of the best linemen in the country,? Steininger said. ?Plus they gave us a lot of great gear and we got to meet some NFL players who taught a lot of life lessons.?

Added Dubose, who has already verbally committed to Kentucky, ?I felt like I got better. I did some drills I?ve never done before and it made me more prepared.?

Coincidentally, none of the three players are Browns fans ? Steininger likes the Packers, Townsend is a Saints fan and Dubose?s whole family roots for the Steelers, which he said made for some funny comments ? but they enjoyed the chance to play in an NFL stadium and on an NFL practice field.

?It?s always been my dream to play in the NFL, so it was good to play there,? said Townsend, whose father is a Browns fan. ?I think I improved a lot [over the past month] going against some of the top talent in the country. I just played a whole bunch of 7-on-7 and it was a great experience to meet all the kids and see all the talent out there.?

Added Steininger, ?I was more interested in meeting all the different guys. The stadium was just a bonus.

?One kid there had 40 [scholarship] offers from the SEC and the Big Ten and I?m going to Division II, so it was good to compete against guys like that. But you have to stay humble. Even though I?ve gone to nationals, I still have a football season to think about. We don?t have any wins yet.?

In addition to football instruction, campers learned about concussion awareness, NCAA guidelines, time management and social media.

?We met some NFL players who put in perspective what the road is like, and how you need to do the right things,? said Steininger, who met former Packers wide receiver Antonio Freeman. ?They addressed a lot with social media, like Twitter and Facebook and how players need to be careful about what they say.?

The NFLHSPD is sponsored by the National Guard and focuses primarily on underserved communities. Townsend and Dubose said they?re happy they?ve been able to draw attention to YCS?s developing program.

?We want to put our school on the map,? Dubose said.

Added Townsend, ?Our freshman year, nobody knew who we were. They didn?t even know we had a football team. So it?s good getting some positive energy and get the community behind us.?

Legislators there unanimously passed a bill that instructs the state?s Higher Education Coordination Commission to develop a ?Pay It Forward, Pay It Back? plan to finance public higher education. Under the plan, students pay nothing while in school, then pay a fixed percentage of their income (3 percent after a 4-year degree) to fund higher education going forward. California wildfire burns 7 homes, threatens more

A wildfire in mountains west of Palm Springs burned seven homes and led to the evacuation of dozens more, officials said.

The blaze destroyed three houses, damaged another and destroyed three mobile homes, a cabin, a garage and about a half-dozen vehicles, the U.S. Forest Service said in a statement Tuesday.

The wildfire started Monday between Palm Springs and Hemet, near the rural Riverside County community of Mountain Center, and a day later had surged to about 14 square miles.

More than 2,200 firefighters and 25 aircraft had the blaze 10 percent contained.

It was mostly moving east toward the desert and away from small communities of homes, summer cabins and ranches in the San Jacinto mountains. But a shift in the wind could easily sweep it back toward homes, authorities said.

"It's a rapidly changing animal," Forest Service spokesman Lee Beyer said.

Most of the damage occurred late Monday and early Tuesday as the fire more than doubled in size, but it was not assessed until later in the day.

"Honestly, we thought that the structure destruction was greater than it is," Forest Service spokesman John Miller said.

Miller said officials were especially surprised that the Zen Mountain Center survived, and credited firefighters.

"We really thought it was gone," Miller told the Riverside Press-Enterprise. "The crews hung on and saved it."

About 50 homes were evacuated along with Camp Ronald McDonald, which hosts programs for children with cancer and their families.

The fire also led authorities to close a pair of state highways and the Pacific Crest Trail.

A public pool about 20 miles away in Indio was closed because of ash falling on the water.

The fire raged in thick brush and trees at an elevation of 5,000 to 7,500 feet, sending flames 100 feet high. Some of the area had not burned in 35 years and the vegetation was dried out, Beyer said.

"We only had 40 to 50 percent of normal precipitation" over the winter and no rain at all since early April, he said.
