Aligarh Muslim University lifts ban on jeans for girls

A circular at a girls' hostel of Aligarh Muslim University advising students to wear "decent clothes like salwaar kameez" has sparked a furore, prompting the varsity to withdraw it.

The controversy started following a circular pasted by the provost of girls' hostel, Abdullah hall, two days back which advised students to wear "decent clothes" like salwar kameez and not to carry more than one mobile phone.

As the diktat drew criticism from various quarters, the AMU authorities on Friday night withdrew the circular while clarifying that it "never even remotely suggested that jeans or T-shirts or any other dress is on the ban list at AMU".

"We have no intention whatsoever of specifying any dress code and neither did the above circular do so. All that we have sought is that students including girls should be in a decent attire which reflects the ethos of our society.

"In any case the above circular was issued not by top university administration but the provost of one of the halls of residence," said Brigadier (Retd) S Ahmad Ali, AMU's pro-vice chancellor, who is holding charge as the acting VC in the absence of Lt Gen Shah.

Ali said there are five halls of residence for girls in the AMU and one out of these had issued an advisory mainly dealing with rules and regulations including the compulsory presentation of ID cards while entering the girls' hostels.

"The above circular was issued by the provost of Abdullah Hall and not by any senior university official. Even then, we have asked the provost to withdraw the above circular so as to remove even an iota of doubt regarding the sincerity of our intentions," he said.

Ali also refuted media reports claiming that use of Internet and social networking websites was banned in the university's hostels. "I was quite shocked to read media reports alleging that we have banned the use of Internet and social media for girls. This is a total fabrication as in fact we are in the process of implementing a project under which every student of the university who resides in the hostel including girls will have a direct access to the Internet facilities in their rooms," he added.

The acting vice chancellor expressed unhappiness saying the media reports had distorted the image of our institution. "There is no question of our trying to impose any retrograde ban," he said.

Ali also added, "Ever since a new administration assumed charge at AMU about a year back, we are leaving no stone unturned to modernise and revitalise the entire edifice of this historic institution.?

He said during the first year, the main effort was to get rid of all unlawful and mischievous elements who had in the past brought a bad name to this institution.

"We are also moving on the fast track for upgrading and modernising the academic system to take this institution to the very top in the country. During this process, we appear to have stepped on many toes and perhaps we have to pay the price for having disturbed the vested interests," he said.

Rep. Steve King is taking a lot of criticism from his party's leadership for his claims about cantaloupe-legged drug-carrying DREAMers, with Speaker John Boehner saying King's statement "does not reflect the values of the American people or the Republican Party," House Majority Leader Eric Cantor calling it "inexcusable," and Iowa Gov. Terry Branstad joining in the criticism. But when and where it counts, Steve King is speaking for his party.

In his own district, leading Republicans are lining up behind King:

Almost all the other GOP leaders contacted by the Register on Thursday defended King?and ridiculed Boehner.

Jake Dagel, 21, a social conservative activist from Sheldon, said he thinks many fellow Republicans ?don?t see Speaker Boehner as a leader of the Republican Party.? So Boehner?s criticism is ?a little ridiculous.?

Cerro Gordo County GOP Chair Gabe Haugland agrees with King?s overarching message that liberals ?paint immigrant children in a light that?s extremely favorable to amnesty. Steve?s point is that they?re not all valedictorians.?

And in Congress, all but six Republicans recently voted for an amendment King introduced on, yes, immigration. So while Boehner and Cantor might wish King had been a little less memorably quotable, by the metrics that matter, he's speaking for his party at home and in the Capitol.

Don?t let too much of a good thing spoil your summer

Baseball, beach volleyball, gardening, hiking?what?s not to love about a sunshiny summer day? It?s a great idea to get a dose of sunshine every day, but too much of a good thing can hurt. Most experts agree that even one bad sunburn increases your chances of developing skin cancer. Sweltering temperatures can also bring on heat-related illnesses that can quickly become life threatening.

The term ?sun poisoning? is a lay term, according to Sudip K. Bose, M.D., FACEP, FAAEM.? Sun poisoning is an umbrella phrase that refers to severe sunburn, heat exhaustion, dehydration and heat stroke.

Heat stroke occurs when your body temperature soars and cooling mechanisms fail, causing your brain to overheat. The U.S. Centers for Disease Control and Prevention (CDC) warns that without emergency treatment, heat stroke can lead to coma, permanent disability or death.

As an attending emergency physician, Dr. Bose sees his share of heat-related emergencies. Patients who present with heat stroke may be unable to move or become comatose. Immediate steps must be taken to cool down the brain and rehydrate the body.?

Risk Factors for Sun Poisoning

?Anybody can get sun poisoning,? cautions Bose, ?but certain medical conditions, medications, or behaviors can make you more susceptible. There are a lot of misconceptions about sunburn and heat-related illness. In summer, sunburn and heat stroke can happen as easily in Chicago as it can in Miami.?

If you think you?re in the clear hanging out by the pool on a cloudy day, think again. That false sense of security may leave you with a painful sunburn. ?We see that a lot,? says Bose.

The elderly are at particular risk of heat exhaustion and classic heat stroke during the hot summer months. Certain medications, especially those that affect blood pressure, heart rate and your ability to perspire can increase risk. Some medications can also make your skin more sensitive to the sun.

Athletes, even those who are in exceptional shape, can suffer heat-related illness if they are not acclimated to a new environment.

Warning Signs of Sun Poisoning

If you can feel the sun burning your skin, it?s time to find some shade or get indoors.?

Symptoms of heat-related illness include:

  • headache
  • lightheadedness, dizziness
  • pain, cramping
  • fever, chills
  • lack of perspiration
  • nausea, vomiting
  • dark urine
  • fatigue, lethargy

Once the process of dehydration sets in, kidney and brain function are at risk.

How to Treat Sun Poisoning

Treat simple sunburn with ibuprofen and topical creams, especially those that contain aloe. See your doctor if a large part of your body is blistering, if you are in extreme pain or you develop fever or infection.

Heat exhaustion can generally be treated at home. If you don?t feel well in the heat, try to get to an air-conditioned building or a shady area. Hydrate with water?drinks containing sugar or alcohol can cause dehydration. If possible, take a cool bath or shower. Early efforts to correct heat exhaustion can help you avoid heat stroke.

If you?re vomiting and can?t keep liquids down, seek medical attention. If someone is hallucinating, unresponsive or appears to be in a coma, call 9-1-1 immediately.?

How to Prevent Sun Poisoning?

A former major in the U.S. Army, Bose treated soldiers and civilians while serving in Iraq. Even with temperatures soaring well above 100 degrees Fahrenheit and soldiers carrying 45-pound vests, heat-related illness was an infrequent occurrence.

?The military does a good job of preventing heat-related illness,? says Bose, ?and we can take a lesson from that.? It takes the human body about two weeks to acclimate to a new environment and begin sweating effectively, so keep that in mind while vacationing or if you move to a warmer climate.

More prevention tips:

  • Wear a hat and cover exposed skin when possible.
  • Wear light-colored, loose-fitting clothing.
  • Don?t overexert yourself, especially if you are in an unfamiliar climate. Save physical activity for the coolest part of the day.
  • Drink water frequently?don?t wait until you feel thirsty! Remember, dehydration can occur at any time of year.
  • When outdoors in the heat, use a spray bottle to mist yourself with cool water.
  • Use a strong sunblock and reapply every two hours and after going in the water. Some sunscreens may be water resistant, but they?re not waterproof. Don?t forget to cover those easy-to-miss areas, such as behind your ears and the back of your neck.
  • Ask your doctor or pharmacist if your medication will affect your heat tolerance.
  • Check on elderly or ill neighbors during extreme temperatures.

The key is prevention, so remember to slip, slop and slap. That?s slip on a shirt, slop on some sunscreen and slap on a hat?and have a great time out there.

Obama, House GOP Gear Up for Fall Budget Battle

One of the few facts in the budget wars in Washington to which both sides generally subscribe is that future deficits are being driven by spending on federal benefits, particularly health, not on the roughly one-third of domestic and defense spending that?s subject to annual appropriation by Congress.

Now Congress and the president are heading to a showdown over spending ? over that already-shrinking third, which covers everything from bullets for the Army to bureaucrats in the Agriculture Department.

Across-the-board spending cuts, the ?sequester,? were designed to force Congress and the president to find some better way to reduce the deficit, but they haven?t. Federal employees are taking mandatory furloughs, programs for the poor are being squeezed and the Pentagon is cutting flying hours for military planes. But much of the public hasn?t felt much pain ? yet. A new Wall Street Journal/NBC News poll found 58% said the sequester hadn?t touched them much, if at all; 22% said it had affected them ?a great deal? or ?quite a bit.?

But the sequester bites again in the fiscal year that begins Oct. 1 ? unless it?s repealed. The House assumes it will stick. The Senate assumes it won?t. And there?s no movement towards a conference committee to split the difference. So the House appropriation subcommittee is dividing up a $967 billion pot; the Senate, a $1.058 trillion pot. Democrats who want to repeal the sequester have a new talking point: The Congressional Budget Office said Thursday that waiving the cuts would mean 900,000 more jobs by September 2014.

But the gap between President Barack Obama and Republicans, particularly in the House, is very wide. The president is going around the country making the case for more spending: ?At a time when we need to make investments to create jobs, and strengthen the middle class, and grow our economy?I?ve got some of the House Republicans who put forward a budget that does just the opposite. They?re pushing bills that would cut education, cut science, cut research, prevent us from meeting these priorities,? he said Thursday in Jacksonville, Fla.

To which House Speaker John Boehner (R., Ohio) replied: ?It should be clear that government borrowing and spending isn?t how you build a durable economic recovery.?

Some Republican rank-and-file are itching for a confrontation over spending even if that means a government shutdown. Others fear a shutdown would hurt Republicans in the 2014 elections. Lately, there has been talk in the House of avoiding an Oct. 1 government shutdown with a stop-gap bill, a ?continuing resolution? to fund the government at a $988 billion level, but dividing that sum among defense and various domestic programs will be contentious.

And even if Congress manages to avoid a shutdown on Oct. 1, it?ll soon be confronted ? again ? with the need to raise the federal debt ceiling. The latest estimate by the Bipartisan Policy Center says the Treasury will run out of cash sometime between mid-October and mid-November.

UK honeymoon suspect 'can be extradited to S. Africa'

British businessman Shrien Dewani should be extradited to South Africa to face trial for allegedly orchestrating the murder of his bride during their honeymoon in Cape Town in 2010, a judge ruled on Wednesday.

Lawyers for Dewani, 33, who has suffered from depression and post-traumatic stress disorder since the killing of his Swedish wife Anni, had argued that his mental health is too fragile.

But at a hearing at a London court, which was packed with Anni's relatives, judge Howard Riddle ruled that Dewani was well enough to be extradited although he still needs further treatment before a trial can take place.

South African officials welcomed the decision.

"It is not in question that Shrien Dewani will be returned to South Africa," Riddle said.

"Clinicians continue to state that Mr Dewani will recover. It may be a long time before Mr Dewani is fit to plead, but he may be closer to that point."

He added that Dewani, who is being treated at a psychiatric hospital, could receive further treatment in South Africa and be found fit for trial later.

Dewani's lawyers intend to appeal, a family spokesman said immediately after the ruling.

Anni Dewani, who like her husband was of Indian origin, was shot dead in a township outside Cape Town in November 2010 when the couple's vehicle was apparently carjacked.

Dewani denies any involvement in the killing.

A South African man, Xolile Mngeni, was jailed for life for the murder last December. Two other local men jailed over the killing allege that Dewani ordered the hit.

South African authorities have been seeking Dewani's extradition since December 2010.

He was arrested in Britain and released on bail, but British courts have delayed the extradition until now on the grounds of Dewani's serious mental illness.

South African authorities welcomed the ruling.

"It's great news. It's been a long struggle to try and get the last person to stand trial for the Dewani murder," said Bulelwa Makeke, spokeswoman for the National Prosecuting Authority.

"We wait for him to actually present himself in South Africa and then we'll take it from there," she told AFP.

"We will have to stick to all the commitments that we made to the UK courts. We told them that indeed he will receive fair treatment in South Africa."

Dewani has spent more than two years on mental health wards -- a far cry from his previous life as a wealthy executive for his family's chain of nursing homes for the elderly.

His mental health appeared to deteriorate rapidly after his arrest. In 2011 he overdosed on anti-anxiety pills, but his defence team insisted he was not trying to commit suicide.

His lawyers told a hearing in December that he was a "husk" of a man who suffered flashbacks of the night his bride was killed and was afraid to go outside.

Earlier this month, lawyers for South African authorities told a hearing that Dewani's mental health was improving and he had talked about returning to fight the case against him.

But the businessman's lawyers called for another six-month delay, arguing that he could suffer a relapse if he was extradited now.

His family said Wednesday he remained "unfit to be extradited or to face trial".

"Lawyers acting for Shrien Dewani will review today's judgment and lodge an appeal during which time Shrien will remain in the UK," they said in a statement.

"Shrien remains committed to returning to South Africa when his health would permit a full trial and when appropriate protections are in place for his health and safety."

Anni's sister Amy Hindocha said the family were satisfied with the ruling.

"We will fight this battle to the end and this battle has just begun," she said.

Facebook Q2 Earnings Beat Expectations With $1.81B In Revenue, Up 53%, Mobile Hits 41% Of Ad Revenue

2013-07-24_11h09_03Today Facebook reported its second-quarter financial performance, including revenue of $1.81 billion. Analysts had expected Facebook to earn $0.14 per share on a top line of $1.62 billion. The company’s revenue figure released today is an all time quarterly high for the firm. Facebook’s second-quarter revenue is up 53 percent on a year-over-year basis. Analysts had expected a 37 percent increase. In the quarter, Facebook had a net income of $333?million.?In its most recent sequential quarter, the first of 2013, Facebook’s revenue totaled $1.46 billion, and it earned $0.12 per share. Mobile income as a percentage of ad revenue totaled 41 percent, up 11?percent from the preceding quarter, when it totaled 30?percent. In the final quarter of 2012, mobile ad income was but 24?percent of the total advertising top line. Facebook has proven that it can monetize its growing mobile usage in a big way. Investors will be satiated in that concern. Facebook later noted that mobile revenue will soon outstrip desktop incomes. The company also reaffirmed that Instagram will monetize in the future, largely through advertisements. Frankly, in my view the 41% figure is quite impressive, and unexpectedly strong. However, we should not take as indicative that all desktop Internet giants will be able to monetize at similar levels in mobile settings. Facebook data on its users is nearly without compare, and likely provides it with a key competitive advantage in how it can deliver targeted ads to users on the go. The majority of Facebook’s revenue comes from advertising-related income. However, its payments and fee revenue totaled?$214 million during the quarter, up 11 percent on a year-over-year basis. On the usage front, Facebook demonstrated strong growth, with its daily active user tally rising 27?percent on a yearly basis to 699 million. Monthly active users now total 1.15 billion for Facebook, up 21?percent when compared to the second quarter of 2012. Finally, mobile monthly active users were up 51?percent compared to 2012, to 819 million. For more on Facebook’s usage metrics, TechCrunch’s Josh Constine has the fully skinny. COLOMBO, July 23 (Reuters) - Rain and an on-field injury which prevented South African opener Hashim Amla from batting spurred Sri Lanka to a 17-run win under the Duckworth-Lewis method in the second one-dayer on Tuesday.

Sri Lanka grabbed a 2-0 lead in the five-match series after rain played havoc with the schedule, delaying the start by 25 minutes before forcing further interruptions.

The hosts elected to bat first but struggled to reach 223 for nine wickets on a sluggish pitch.

South Africa were set a target of 176 from 29 overs under the D/L method but they suffered a major setback even before they could start their run chase as Amla injured his knee while fielding and could not open the batting.

Amla, who slipped and fell on his knee in the 43rd over, was taken to hospital for a precautionary x-ray.

In his absence, Robin Peterson was pushed up the order and while that meant he became the first spinner to open both the batting and the bowling for his country, he could not stop South Africa floundering as he perished in the opening over for three.

They slumped to 104 for five after 21 overs when rain returned for a third time with the tourists 17 runs short of a revised victory target of 121.

The wet pitch was hardly ideal for a limited-overs game and the 43 runs apiece from Sri Lanka's Tillakaratne Dilshan and Dinesh Chandimal were the highest individual scores.

Dilshan's knock off 64 balls comprised one four and no batsman struck a six during the 71 overs.

The wet outfield did not help either because many of the shots which would have gone for four stopped short of the ropes.

Man of the match Chandimal took chances and managed four fours off 51 balls while team mate Kumar Sangakkara made 37 off 60 balls with six fours but boundaries were hard to come by.

Morne Morkel (3-34) was again South Africa's top bowler picking up both openers and the wicket of Chandimal.

South Africa's fielding was an improvement on the first ODI but it came at a price when Amla jarred his left knee trying to stop a Chandimal boundary and was helped off the field limping.

Amla had returned to the side in place of Colin Ingram after missing the first ODI with a stiff neck.

Men are coming to "America's Next Top Model."

For the first time ever, the upcoming season of "Top Model" will feature male models. Eight men and eight women will live together and compete for a national ad campaign with GUESS, a spread in Nylon magazine and a modeling contract with Next Model Management.

"It's guys and girls," one female contestant says in the season's trailer. "What could be more dramatic than that?"

"Girls, you think you run the show but you have no idea what you're getting yourselves into with the guys," offers one of the buffed and bronzed male contestants.

Last season, the show underwent some major revamping, including contestants who were all college students, a new judges' panel and a move to a new night, but the tweaks failed to bring the show back to its glory days of high ratings.

"This cycle will explore the similarities and differences that male and female models face in the pursuit of their careers, bringing on experts and celebrities to mentor and challenge them each week," the show's website claims. "There will be more than a little opportunity for rivalry, flirtation and romance."

Will it be enough to save "Top Model?" We'll have to wait until the new season premieres on Friday, Aug. 2 to find out.

(AP) ? Superman is coming back and he'll have a caped co-star.

"Man of Steel" director Zack Snyder announced Saturday at San Diego's Comic-Con that he was making another Superman film and that it will include Batman ? the first time the two superheroes will be united on the big screen.

He declined to reveal many details, saying the script is just being written. He then invited an actor onstage to read a passage to hint at the story line.

"I am the man who beat you," read Harry Lennox, before an image of the Superman logo, backed by the Batman symbol, flashed on the screen.

Warner Bros. then confirmed the first-ever pairing in a statement.

Snyder reimagined Superman in his June blockbuster "Man of Steel," starring Henry Cavill and Amy Adams, which has grossed more than $630 million worldwide.

Rapper Kanye West scuffles with paparazzi at LAX

LOS ANGELES (AP) ? Police were investigating a scuffle Friday between rapper Kanye West and a cameraman at Los Angeles International Airport, where paparazzi have been known to spend time in hopes of snapping shots of celebrities.

Numerous witnesses were interviewed about the afternoon incident to compile a report for detectives to investigate, LAX Police Sgt. Steve Savala said.

TMZ posted a video (http://tmz.me/1dKOufQ) of the tussle, showing West being thronged by cameras while trying to get into a white Mercedes Benz waiting curbside.

As flashbulbs illuminate his face, West accuses the paparazzi of trying to provoke him "so I have to pay you, like, $250,000." He then lunges at a photographer's camera and tries to wrestle it away.

West has had similar run-ins with paparazzi at LAX before, trading barbs with photographers who follow his every move.

'Justice for Trayvon' rallies set for 100 cities

ATLANTA (AP) ? One week after a jury found George Zimmerman not guilty in the death of unarmed teen Trayvon Martin, people began to gather for nationwide rallies to press for federal civil rights charges against the former neighborhood watch leader.

The Florida case has become a flashpoint in separate but converging national debates over self-defense laws, guns, and race relations. Zimmerman, who successfully claimed self-defense, identifies as Hispanic. Martin was black.

The Rev. Al Sharpton's National Action Network organized the "Justice for Trayvon" rallies and vigils outside federal buildings in at least 101 cities: from New York and Los Angeles to Wichita, Kan., and Birmingham, Ala.

Rallies are scheduled for noon local times. On Saturday morning on a plaza in downtown Manhattan, Sharpton spoke to supporters, telling them he said he wants a rollback of stand-your-ground self-defense laws.

"We are trying to change laws so that this never, ever happens again," Sharpton said.

Martin's mother, Sybrina Fulton, also spoke to the New York crowd. "Today it was my son. Tomorrow it might be yours," she said.

Martin's brother, Jahvaris Fulton, also was to attend the New York event. Martin's father was scheduled to participate in a rally in Miami, where a crowd also gathered Saturday morning.

Sharpton and other supporters want the Justice Department to pursue federal civil rights charges against Zimmerman.

This week, Attorney General Eric Holder announced that the department would investigate whether Zimmerman could be charged under those federal civil rights laws, which would require evidence that he harbored racial animosity against Martin. Most legal experts say that would be a difficult charge to bring.

Holder also said the shooting demonstrates the need to re-examine stand-your-ground laws nationwide.

Trayvon Martin's parents lead protests over Zimmerman verdict

NEW YORK/MIAMI (Reuters) - Trayvon Martin's mother choked back tears as a crowd of 2,000 New Yorkers chanted "We love you" - one week after George Zimmerman was acquitted of murder by a Florida jury in the fatal shooting of the unarmed black teenager.

Across the nation, hundreds marched in the heat of a summer Saturday to rally at federal courthouses in Miami, Chicago, Los Angeles and other cities, demanding "Justice for Trayvon."

In Miami, Tracy Martin told about 300 supporters of his son's cause that, after the acquittal, he has "come to realize George Zimmerman wasn't on trial - Trayvon was on trial."

In New York, hip-hop mogul Jay-Z and singer Beyonce, his wife, arrived at one of the largest of the protests organizer Rev. Al Sharpton said were planned for 100 cities nationwide.

Martin's mother stifled sobs as she told the crowd: "Not only I vow to do what I have to do for Trayvon Martin, I promise I'm going to work hard for your children as well."

Among "Boycott Florida" signs were protesters wearing T-shirts with a photo image of Martin in a hooded sweatshirt.

"I've got four beautiful daughters. I want them to look forward rather than behind their backs," said Harlem resident Maria Lopez, 31, who attended the rally with her children.

Visible above the neckline of her Trayvon T-shirt was a tattoo of a packet of Skittles, the candy the teen was carrying when he was shot dead by the neighborhood watchman.

Civil rights leaders had voiced hopes for peaceful protests after outbreaks of violence that earlier this week led to arrests in Los Angeles and the San Francisco Bay area.

Late last Saturday night, a Seminole County jury in central Florida acquitted George Zimmerman, who is part Hispanic, of second-degree murder and manslaughter in the incident, where 17-year-old Martin was shot through the heart.

About 500 people converged on the federal courthouse in Los Angeles under gray skies, toting signs saying ?Open Season on the Black Man' and ?This Should Not Be OK in 2013 America."

Protesters' chants - "No Justice, No peace" - echoed across the courthouse plaza in call-and-response form.

Another speaker shouted out: "Who was that cryin'?" and the crowd responded: "Trayvon Martin." That exchange was in reference to conflicting testimony about the high-pitched screams for help captured on the 911 call, that were identified by Martin's mother as being Trayvon's, and by Zimmerman's mother as her own son's.

Farther north in foggy downtown San Francisco, about 100 people stood in front of the Federal Building.

Reverend Arnold Townsend, 70, vice president of the local NAACP chapter, vowed to "bring to light this incident let black children know the system has them under attack."

At the White House on Friday, President Barack Obama cautioned against violence, as he urged all Americans to try to understand the Martin case from the perspective of African-Americans.

"There is a history of racial disparities in the application of our criminal laws," Obama said. "A lot of African-American boys are painted with a broad brush. If a white male teen was involved in the same kind of scenario ... both the outcome and the aftermath might have been different."

Zimmerman remained free for more than six weeks after the incident because Sanford, Florida, police accepted that he had acted in self-defense. That ignited protests and cries of injustice across the country, shining a spotlight on issues such as race, profiling and vigilantism.

'A WORLD WHERE RACISM EXISTS'

Sharpton has said he hopes continued public pressure will force the Justice Department to bring a civil rights case against Zimmerman.

Federal prosecutors have said they are investigating whether Zimmerman violated civil rights laws. But lawyers with civil rights expertise have said they think new charges are unlikely.

Public comments from one of the six jurors, citing Florida's Stand Your Ground law as a factor in reaching her conclusion that Zimmerman acted in self-defense, has stepped up pressure on the state's legislature to repeal or change the law.

The jury was told that Zimmerman had "no duty to retreat and right to stand his ground and meet force with force, including deadly force, if he reasonably believed it was necessary to do so to prevent death or great bodily harm to himself."

Although Stand Your Ground was not cited as part of the defense, the jury's instructions came from the 2005 statute.

Florida Governor Rick Scott told a sit-in outside his office in Tallahassee on Thursday that he supports the law and has no plans to convene a special legislative session to change it.

"We still live in a world where racism exists,'' said Rev. Reginald Edwards at the U.S. District Courthouse in Tallahassee, where nearly 80 protesters assembled at midday to urge federal officials to charge Zimmerman with civil rights violations.

Chinese Home Prices Rise

SHANGHAI?New home prices in major Chinese cities rose strongly in June compared with a year ago, according to an analysis of official data released Thursday, but the market is also showing signs of moderation following last month's government-led liquidity squeeze.

Prices rose an average of 6.12% in June compared with a year earlier, according to Wall Street Journal calculations based on data released by the National Bureau of Statistics on 70 large and medium-size Chinese cities. Prices rose in 69 of cities in June compared with a year earlier, unchanged from May.

The result marks the latest pickup in the pace for home-price appreciation on a year-to-year basis?prices rose 5.32% in May and 4.27% in April, according to the calculations.

But compared with May, home-price appreciation appears to be easing a bit. Prices in the 70 cities increased an average 0.78% in June compared with May. They had risen 0.86% in May and 0.9% in April compared with the prior months, according to the calculations.

The data showed that prices of new homes in 63 of 70 large and medium-size cities rose in June from May. Prices fell in five cities and were unchanged in two cities. In May, prices rose in 65 cities.

"The moderation in growth momentum will likely continue, but home prices are not going to drop," said Lee Wee Liat, a property analyst at BNP Paribas . A decline is unlikely as many Chinese cities have issued guidance targeting home price growth at 10%, alongside expected gains in disposable income per capita, Mr. Lee added.

Average home prices in large cities such as Beijing, Shanghai and Guangzhou recorded mixed results in June compared with May. Those in Beijing rose 1.3%, unchanged from May; those in Shanghai rose 1.8% from 1.4%; and those in Guangzhou rose 1% from 1.5%. '

Rising home prices put pressure on the Chinese government to further tighten property-market restrictions put in place in recent years to contain the surging cost of housing. At the same time, the real-estate market is a key driver for the economy in a time of slowing growth.

"More important than introducing additional measures is the need for the central government to enforce its latest policies at the local level," said Mark Budden, who heads the Greater China office of property and construction consulting firm EC Harris.

The government still needs to closely manage the property market as most cities continue to show rising prices, statistics bureau spokesman Sheng Laiyun said at a news conference Monday.

Data in recent months show the government faces considerable pressure to keep prices in check, Mr. Sheng said. "In the future, we still need to step up control of the property market in accordance with the State Council's existing policies."

In March, the State Council, or cabinet, called on local governments to enforce a 20% tax on profit from sales of second homes, which so far has only been implemented in Beijing. It also warned of price curbs in cities where housing costs have risen too quickly.

Analysts say banks in major cities have started to remove discounts on mortgages to first-time home buyers and are taking longer to approval mortgages, which would also contribute slower price gains.

Apart from measures such as home-purchase restrictions to clamp down on demand, analysts said that the boost in land sales in major cities recently may help to prevent home prices from overheating. The government has increased land supply in major cities in recent months where there is huge demand for homes, and has been encouraging more developers to build more homes for the mass market.

"The government is addressing the structure of supply rather than its previous sole focus on pushing down demand, which is a good thing," Mr. Lee said.

2013 NBA off-season winners

With the NBA off-season winding down, it is time to take a look back at which teams came away as winners this summer.? At the top of my list, the Brooklyn Nets who went all-in by acquiring two future Hall of Famers.

Here is my breakdown of every NBA off-season free agent signing and trade.

Brooklyn Nets
Mikhail Prokhorov went all in this summer by acquiring Kevin Garnett and Paul Pierce and as a result, giving Brooklyn one of the best, if not the best starting five in the NBA.? Signing Andrei Kirilenko might have been the free agent steal of the summer since he will only be making $3.1 million this year and Jason Terry adds some needed scoring off the bench.? The Nets also re-signed Andray Blatche for the league minimum and brought in Shaun Livingston which are two moves that should solidify their bench.? It was a risky and expensive summer for Brooklyn, but one that definitely improves their chances of dethroning the Heat in the Eastern Conference.

Golden State Warriors
The Warriors already had a team on the rise but didn?t hold still this summer but instead, was extremely aggressive by landing one of the more versatile wings in the NBA in Andre Iguodala.? To free up the cap space need to sign Iggy, Golden State found a taker for the expiring contracts of Andris Biedrins, Richard Jefferson, and Brandon Rush which wasn?t an easy thing to do hence why they had to give up a couple of draft picks in the process.? Golden State added some depth on the cheap by bringing in Marreese Speights, Jermaine O?Neal, and Toney Douglas.? Suddenly, the Warriors are becoming a sexy sleeper team in the Western Conference.

Portland Trail Blazers
The Blazers had the worst bench in the NBA last year but made some smart moves to improve their depth this summer.? To replace free agent J.J. Hickson, Portland traded for Robin Lopez and Thomas Robinson without having to give up much in return.? They added needed scoring punch off the bench by drafting C.J. McCollum and Allen Crabbe while also signing Dorell Wright.? These moves won?t suddenly turn the Blazers into a major threat but is certainly the upgrading of the bench that the team needed this summer.
