Aligarh Muslim University lifts ban on jeans for girls

A circular at a girls' hostel of Aligarh Muslim University advising students to wear "decent clothes like salwaar kameez" has sparked a furore, prompting the varsity to withdraw it.

The controversy started following a circular pasted by the provost of girls' hostel, Abdullah hall, two days back which advised students to wear "decent clothes" like salwar kameez and not to carry more than one mobile phone.

As the diktat drew criticism from various quarters, the AMU authorities on Friday night withdrew the circular while clarifying that it "never even remotely suggested that jeans or T-shirts or any other dress is on the ban list at AMU".

"We have no intention whatsoever of specifying any dress code and neither did the above circular do so. All that we have sought is that students including girls should be in a decent attire which reflects the ethos of our society.

"In any case the above circular was issued not by top university administration but the provost of one of the halls of residence," said Brigadier (Retd) S Ahmad Ali, AMU's pro-vice chancellor, who is holding charge as the acting VC in the absence of Lt Gen Shah.

Ali said there are five halls of residence for girls in the AMU and one out of these had issued an advisory mainly dealing with rules and regulations including the compulsory presentation of ID cards while entering the girls' hostels.

"The above circular was issued by the provost of Abdullah Hall and not by any senior university official. Even then, we have asked the provost to withdraw the above circular so as to remove even an iota of doubt regarding the sincerity of our intentions," he said.

Ali also refuted media reports claiming that use of Internet and social networking websites was banned in the university's hostels. "I was quite shocked to read media reports alleging that we have banned the use of Internet and social media for girls. This is a total fabrication as in fact we are in the process of implementing a project under which every student of the university who resides in the hostel including girls will have a direct access to the Internet facilities in their rooms," he added.

The acting vice chancellor expressed unhappiness saying the media reports had distorted the image of our institution. "There is no question of our trying to impose any retrograde ban," he said.

Ali also added, "Ever since a new administration assumed charge at AMU about a year back, we are leaving no stone unturned to modernise and revitalise the entire edifice of this historic institution.?

He said during the first year, the main effort was to get rid of all unlawful and mischievous elements who had in the past brought a bad name to this institution.

"We are also moving on the fast track for upgrading and modernising the academic system to take this institution to the very top in the country. During this process, we appear to have stepped on many toes and perhaps we have to pay the price for having disturbed the vested interests," he said.

Local GOP lines up to defend Steve King

Rep. Steve King is taking a lot of criticism from his party's leadership for his claims about cantaloupe-legged drug-carrying DREAMers, with Speaker John Boehner saying King's statement "does not reflect the values of the American people or the Republican Party," House Majority Leader Eric Cantor calling it "inexcusable," and Iowa Gov. Terry Branstad joining in the criticism. But when and where it counts, Steve King is speaking for his party.

In his own district, leading Republicans are lining up behind King:

Almost all the other GOP leaders contacted by the Register on Thursday defended King?and ridiculed Boehner.

Jake Dagel, 21, a social conservative activist from Sheldon, said he thinks many fellow Republicans ?don?t see Speaker Boehner as a leader of the Republican Party.? So Boehner?s criticism is ?a little ridiculous.?

Cerro Gordo County GOP Chair Gabe Haugland agrees with King?s overarching message that liberals ?paint immigrant children in a light that?s extremely favorable to amnesty. Steve?s point is that they?re not all valedictorians.?

And in Congress, all but six Republicans recently voted for an amendment King introduced on, yes, immigration. So while Boehner and Cantor might wish King had been a little less memorably quotable, by the metrics that matter, he's speaking for his party at home and in the Capitol.

Don?t let too much of a good thing spoil your summer

Baseball, beach volleyball, gardening, hiking?what?s not to love about a sunshiny summer day? It?s a great idea to get a dose of sunshine every day, but too much of a good thing can hurt. Most experts agree that even one bad sunburn increases your chances of developing skin cancer. Sweltering temperatures can also bring on heat-related illnesses that can quickly become life threatening.

The term ?sun poisoning? is a lay term, according to Sudip K. Bose, M.D., FACEP, FAAEM.? Sun poisoning is an umbrella phrase that refers to severe sunburn, heat exhaustion, dehydration and heat stroke.

Heat stroke occurs when your body temperature soars and cooling mechanisms fail, causing your brain to overheat. The U.S. Centers for Disease Control and Prevention (CDC) warns that without emergency treatment, heat stroke can lead to coma, permanent disability or death.

As an attending emergency physician, Dr. Bose sees his share of heat-related emergencies. Patients who present with heat stroke may be unable to move or become comatose. Immediate steps must be taken to cool down the brain and rehydrate the body.?

Risk Factors for Sun Poisoning

?Anybody can get sun poisoning,? cautions Bose, ?but certain medical conditions, medications, or behaviors can make you more susceptible. There are a lot of misconceptions about sunburn and heat-related illness. In summer, sunburn and heat stroke can happen as easily in Chicago as it can in Miami.?

If you think you?re in the clear hanging out by the pool on a cloudy day, think again. That false sense of security may leave you with a painful sunburn. ?We see that a lot,? says Bose.

The elderly are at particular risk of heat exhaustion and classic heat stroke during the hot summer months. Certain medications, especially those that affect blood pressure, heart rate and your ability to perspire can increase risk. Some medications can also make your skin more sensitive to the sun.

Athletes, even those who are in exceptional shape, can suffer heat-related illness if they are not acclimated to a new environment.

Warning Signs of Sun Poisoning

If you can feel the sun burning your skin, it?s time to find some shade or get indoors.?

Symptoms of heat-related illness include:

  • headache
  • lightheadedness, dizziness
  • pain, cramping
  • fever, chills
  • lack of perspiration
  • nausea, vomiting
  • dark urine
  • fatigue, lethargy

Once the process of dehydration sets in, kidney and brain function are at risk.

How to Treat Sun Poisoning

Treat simple sunburn with ibuprofen and topical creams, especially those that contain aloe. See your doctor if a large part of your body is blistering, if you are in extreme pain or you develop fever or infection.

Heat exhaustion can generally be treated at home. If you don?t feel well in the heat, try to get to an air-conditioned building or a shady area. Hydrate with water?drinks containing sugar or alcohol can cause dehydration. If possible, take a cool bath or shower. Early efforts to correct heat exhaustion can help you avoid heat stroke.

If you?re vomiting and can?t keep liquids down, seek medical attention. If someone is hallucinating, unresponsive or appears to be in a coma, call 9-1-1 immediately.?

How to Prevent Sun Poisoning?

A former major in the U.S. Army, Bose treated soldiers and civilians while serving in Iraq. Even with temperatures soaring well above 100 degrees Fahrenheit and soldiers carrying 45-pound vests, heat-related illness was an infrequent occurrence.

?The military does a good job of preventing heat-related illness,? says Bose, ?and we can take a lesson from that.? It takes the human body about two weeks to acclimate to a new environment and begin sweating effectively, so keep that in mind while vacationing or if you move to a warmer climate.

More prevention tips:

  • Wear a hat and cover exposed skin when possible.
  • Wear light-colored, loose-fitting clothing.
  • Don?t overexert yourself, especially if you are in an unfamiliar climate. Save physical activity for the coolest part of the day.
  • Drink water frequently?don?t wait until you feel thirsty! Remember, dehydration can occur at any time of year.
  • When outdoors in the heat, use a spray bottle to mist yourself with cool water.
  • Use a strong sunblock and reapply every two hours and after going in the water. Some sunscreens may be water resistant, but they?re not waterproof. Don?t forget to cover those easy-to-miss areas, such as behind your ears and the back of your neck.
  • Ask your doctor or pharmacist if your medication will affect your heat tolerance.
  • Check on elderly or ill neighbors during extreme temperatures.

The key is prevention, so remember to slip, slop and slap. That?s slip on a shirt, slop on some sunscreen and slap on a hat?and have a great time out there.

Obama, House GOP Gear Up for Fall Budget Battle

One of the few facts in the budget wars in Washington to which both sides generally subscribe is that future deficits are being driven by spending on federal benefits, particularly health, not on the roughly one-third of domestic and defense spending that?s subject to annual appropriation by Congress.

Now Congress and the president are heading to a showdown over spending ? over that already-shrinking third, which covers everything from bullets for the Army to bureaucrats in the Agriculture Department.

Across-the-board spending cuts, the ?sequester,? were designed to force Congress and the president to find some better way to reduce the deficit, but they haven?t. Federal employees are taking mandatory furloughs, programs for the poor are being squeezed and the Pentagon is cutting flying hours for military planes. But much of the public hasn?t felt much pain ? yet. A new Wall Street Journal/NBC News poll found 58% said the sequester hadn?t touched them much, if at all; 22% said it had affected them ?a great deal? or ?quite a bit.?

But the sequester bites again in the fiscal year that begins Oct. 1 ? unless it?s repealed. The House assumes it will stick. The Senate assumes it won?t. And there?s no movement towards a conference committee to split the difference. So the House appropriation subcommittee is dividing up a $967 billion pot; the Senate, a $1.058 trillion pot. Democrats who want to repeal the sequester have a new talking point: The Congressional Budget Office said Thursday that waiving the cuts would mean 900,000 more jobs by September 2014.

But the gap between President Barack Obama and Republicans, particularly in the House, is very wide. The president is going around the country making the case for more spending: ?At a time when we need to make investments to create jobs, and strengthen the middle class, and grow our economy?I?ve got some of the House Republicans who put forward a budget that does just the opposite. They?re pushing bills that would cut education, cut science, cut research, prevent us from meeting these priorities,? he said Thursday in Jacksonville, Fla.

To which House Speaker John Boehner (R., Ohio) replied: ?It should be clear that government borrowing and spending isn?t how you build a durable economic recovery.?

Some Republican rank-and-file are itching for a confrontation over spending even if that means a government shutdown. Others fear a shutdown would hurt Republicans in the 2014 elections. Lately, there has been talk in the House of avoiding an Oct. 1 government shutdown with a stop-gap bill, a ?continuing resolution? to fund the government at a $988 billion level, but dividing that sum among defense and various domestic programs will be contentious.

And even if Congress manages to avoid a shutdown on Oct. 1, it?ll soon be confronted ? again ? with the need to raise the federal debt ceiling. The latest estimate by the Bipartisan Policy Center says the Treasury will run out of cash sometime between mid-October and mid-November.
